Surfside, Florida — The National Institute of Standards and Technology (NIST) released its final report on the Champlain Towers South collapse, confirming that the 12‑story beachfront condominium was not constructed to meet building codes in place at the time.
Investigators determined that two critical connections between garage columns and the pool deck began failing in early June 2021, weeks before the collapse. The pool deck was unable to support added weight from decades of modifications, including planters, sand, and pavers. Reinforcing steel was also found to be corroded, further weakening the structure.
Residents reported cracks in planter walls, water leaks in the garage, and unusual noises in the days leading up to the disaster. Witnesses described the pool deck collapsing “one bay at a time, like dominoes,” minutes before two sections of the tower gave way at 1:22 a.m. on June 24, 2021.
The collapse killed 98 people, including members of the local Orthodox Jewish community and relatives of Paraguay’s first lady. A Miami judge later approved a $1 billion settlement for victims’ families and survivors.
NIST emphasized that when buildings are designed to code, they should withstand far more load than expected. In this case, “margins against failure were too narrow from the start,” said Judith Mitrani‑Reiser, co‑leader of the investigation.
Following the tragedy, Florida lawmakers passed legislation in 2022 requiring condo associations to maintain reserves for major repairs. Subsequent reforms gave residents more flexibility in handling the costs of deferred maintenance.
