Orlando — The Orlando Torah Center (OTC) has won a key legal victory after a Florida judge ruled that its lawsuit against Orange County can move forward. The case stems from the county’s refusal to grant zoning waivers for OTC’s proposed 9,300‑square‑foot expansion of its worship center.
The dispute began in July 2025, when Rabbi Menachem Zev Kramer addressed county commissioners, urging them to consider the synagogue’s growing needs. “This is not just about bricks and mortar, this is about space,” Kramer said at the time. He explained that the current facility was insufficient for the congregation’s programs, services, and community activities.
Despite the appeal, Orange County denied the request, citing zoning regulations. OTC responded by filing a lawsuit, arguing that the denial infringed upon its religious freedom and ability to serve its members.
The judge’s recent ruling means the case will now proceed in court, giving OTC the opportunity to argue that the county’s decision unfairly restricts its growth. The outcome could set an important precedent for how local governments handle zoning disputes involving religious institutions.
Community members have expressed strong support for the synagogue, noting that the expansion is vital to accommodate the congregation’s increasing size and diverse activities.
