Florida’s Lieutenant Governor Jay Collins has rejected a proposal from his Republican primary rival, Byron Donalds, to provide an Individualized Education Plan (IEP) to all students. Collins argued that such a measure would create a “massive bureaucracy” and ultimately harm the focus on students with disabilities, who are the intended beneficiaries of IEPs under current law.
Speaking at a press conference on Monday, Collins warned: “Elections have consequences. There is a candidate in these primaries, Byron Donalds. That’s part of his education program.” He emphasized that expanding IEPs universally would dilute resources and attention away from those who need them most.
Donalds’ education platform also includes introducing financial literacy instruction and incorporating artificial intelligence tools into classrooms. While supporters view these ideas as innovative, Collins insists that the universal IEP proposal is impractical and risks undermining existing special‑education protections.
